i(i'~'
,\""
"<hl'

The Bureau of Sport Fisheries and Wildlife estimated about
208 miles of stream fisher5,es including a preponderance of
cold-l.,ater habitat lJill be affected by the project. They
estim3.ted that ~rith the project there Ifill be an increase
of 39,000 man-days of fishing annually. These benefits
attributed to the project were est~nated at $83,000 annually
in 1961+. They estimated that Heron Reservoir "ould also
genera'Ge about 500 man-days aimually of \,raterfm,l hunting.

~~~vironpental Effects
The collection and diversion element l-rill reduce streamflo~'rs
in the Rio BlancoJ Navajo, and. Little Navajo Rivers in the
Upper San Juan River :&\sin. HOl,rever, fish habitat will not
be adversely affected because detrinllil~al effects of high
snOi,nnelt and seasonal terrestrial flm,s in the rivers l-rill
be moderated. Fishing, therefore, will remain about the
same as without the project.
Wildlife in the project collection and diversion area includes
elk, mule deer, black bears, ~iild turkeys, dusky grouse,
mourning doves, bancl.-.tailed pigeons, rabbits, beaver, and
waterfol,rl. Elk, deer, ano. turkeys e,re important on the San
Juan B.'\Sinj hOlfever, the project ~rill have no significant
effect on these species in this area. The IVillOl,r Creek
draj.nage area Ifill have some effect on ~rildli:fe.
The entire Hillo\'r Creek drainage, includj,ngHeron Reservoir
site, is an ~nportant winter area for a large interstate herd
of, deer and e1J\: that spend the summer at hi.gher elevations in
Coiorado anc1 lJOl-r Hexico. A small resident population also
uses the area. Elk anc1. deer ~re dependent upon Heron Reservoir
site for year-long and winter range. Inundation by Heron
Reservoir will resuJx in the loss ofncarly 6,000 acres of
wj.nter range that is vital for preservation 'of elk and. deer
herds in severe winters. The area is expected to lose 200
man-days of elk bunting a11.(l 200.ll'.an-days of mule deer hunting
.as a result of the project.
A way of mitigating the loss of the elle and. deer range and its
enhancement is possible by acg,uisition of ac.jacent private lands.
The .land is estimated to cost about $702,000. Acquisition of this
land may be possible through the use of project funds under the .
authority of Section 8 of the Colorado River Storage Project allcl
"
