.

.

-'

.-"

South Canal should be based upon an eleven month generating period. This
would reduce the competing applicants' estimated generation by
one-twelveth, to an estimate of slightly more than 76,000,000
kilowatt-hours.
Furhter, the UVWUA hereby states that even th i s generat i on wi 11 be
imposs ib1e unless the competing app 1 icants present an acceptab le
operating agreement to the UVWUA Board. In correspondence with the FERC,
the UVWUA has stated that such an agreement is imperative to protect the
UVWUA's ability to meet it primary objective of supplying water for
domestic, municipal and industrial, and irrigation use to the over 23,000
residents of the Uncompahgre Valley. If such an agreement is not
reached, the competing applicants can only claim hydropower benefits for
a seven-month period, or approximately 60,000,000 kilowatt-hours.
The additional power and energy of the AB Lateral Hydropower Project
is due to two factors. First, the Applicants (which include the UVWUA)
have di 1 igent1y searched the region and performed the necessary studies
to take full advantage of the elevation differences between the West
Porta 1 of the Gunn i son Tunne 1 and the Uncompahgre Ri ver. Second, the
construction of the Ridgway Dam on the Uncompahgre River will allow the
UVWUA to alter its present operations of the Gunnison Tunnel and South
Canal in. order to supply water to this project. The UVWUA has purchased
the storage rights to over 10,000 acre-feet of water stored in the
Ridgway Reservoir for purposes of irrigation. In addition, the UVWUA
controls the releases of an additional 10,000 acre-feet from that
reservoir. This water can be used, only at the discretion of the UVWUA,
to supply irrigation water to the Uncompahgre Irrigation Project. Hence,
its availability and use will offset demands from the South Canal, which

15-8
