" ,.". "~
,.... B022-8026) and Energenics, Inc. (FERC Project Nos. 8034-8039)

(herein referred to as the applicants or competing applicants) for

Commission consideration. For convenience and clarity, the statements

offered have been separated into three major categor i es, i nc 1 ud i ng

technical issues, economic 'issues, 'and environmental issues.

Technical issues

1. This application constitutes a better use of the water resources

of the region in that it will result in the production of over three

times the power and energy claimed in previous applications. If
developed by the Applicants, the AB Latera' Hydropower Project will
produce over 45,000 kilowatts of power and over 277,400,000 kilowatt

hours of ener9Y, whereas the previous applicants have claimed less than

13,400 <ilowatts and 83,000,000 kilowatt-hours.
The UVWUA disputes the competing applicants claim of 83,000,000.

Th i s es t i mate is based upon an assumed operat i on of 12 month s per year,

which does not allow sufficient time for annual maintenance of the canal

system and the Gunnison Tunnel. The UVWUA bel ieves that the most

optimistic estimate of energy production for projects located on the

IS-7
