<br />to.) <br />O':l The following additional actions were recommended in the interest of <br />~ orderly and progressive development in the Colorado River Basin and other <br />~ river basins in both the United States and Mexico. <br /> <br />1. An agreement between the United States and Mexico on ground- <br />water pumping. <br /> <br />2. Full implementation of the proposed arrangements which are being <br />worked out for exchange of information and technical expertise on <br />desalting and geothermal development. <br /> <br />3. Additional arrangements for exchange of information and techni- <br />cal expertise on farm management and irrigation practices in the <br />Colorado River Basin. It may be desirable to provide for such <br />exchanges under the aegis of the International Boundary and Water <br />Commission. . <br /> <br />4. Timely decisions in regard to implementation of specific actions <br />to control salinity increases in the Colorado River Basin. <br /> <br />5. Continuation of efforts to achieve augmentation of the Colorado <br />Ri ver. <br /> <br />D. Minute No. 242 and Public Law 93-320 <br /> <br />On August 30, 1973, the joint recommendations of the special representa- <br />tive designated by President Nixon, Herbert Brownell, Jr" and the Secre- <br />tary of Foreign Relations of Mexico, Lie. Emilio O. Rabasa, were approved <br />by their respective Presidents, and formally approved by the two Govern- <br />ments, and incorporated into Minute No. 242 of the International Boundary <br />and Water Commission (terminating the life of Minute No. 241). Minute' <br />No. 242 is reproduced herein as Appendix B, <br /> <br />Minute No. 242, in effect to date, provides that the approximately <br />1,360,000 acre-feet of the Treaty water annually delivered to Mexico <br />upstream of Morelos Dam have an annual average salinity of no more than. <br />115+30 p/m over the annual average salinity of Colorado River water arriv- <br />i ng-at Imperi al Dam. It further provi des for the deli very to Mexi co on <br />the land boundary at San Luis and in the Limitrophe Section of the Colorado <br />River downstream from Morelos Dam approximately 140,000 acre-feet of water <br />annually, with a salinity substantially the same as that of waters cus- <br />tomarily delivered there. As part of the measures required to maintain <br />this salinity differential, the Minute provides that the concrete-lined <br />Main Outlet Drain Extension be extended from Morelos Dam to the Santa <br />Clara Slough in Mexico 'at the expense of the United States. <br /> <br />Those provisions of the Minute which were dependent for their implemen- <br />tation on construction of works or on other measures which required expen- <br />diture of funds by the United States became effective upon authorization <br />by the United States Congress and notification by the United States to <br />Mexico of such authorization.
