'Non.Indian irrigation revenUes are supplied by water users in the form of account and water charges
and by property owners in the form of ad valorem taxes. On the Dolores Project, irrigators will repay
$7,425,000, and property owners win provide $16,600,000. On the Animas-La Plata Project, irrigators
wiu repay $20,430,000, and property owners win provide $27,817,000.

.. Since the Dolores and the Animas-La Plata Projects are participating projects of the Colorado River
, Storage Project, power revenues from the Storage Project are used to repay costs associated with
power production facilities (Dolores - $22,972,000) and the amount of allocated water costs beyond
the ability of the irrigators to pay (Dolores - $335,595,000; Animas-La Plata - $248,175,000).

'''The Indians' share of the irrigation construction costs is deferred by the Leavill Act.

....Estimated construction costs for phases one and two of the Animas-La Plata Project are
$495 million and $158 million, respectively. Non-Federal participation in the construction of phase
one of the Animas-La Plata Project win be provided by a $48 million contribution from the State of
Colorado and by $20 million in contributions from other local interests. phase two will be funded by
the non-Federal participants.
