The $134 miUion represents the amount to be saved if the non-Indian <br />fun service irrigation water is not developed, and the $171 million represents the amount to be saved <br />if the non-Indian fun and supplemental irrigation service water is not developed. Since these amounts <br />were determined based on a construction cost per acre-foot of water developed, an allowance for <br />construction economies of scale was not included in the computations. <br /> <br />"This amount represents funds that could be recovered if the estimated construction cost of <br />developing Indian irrigation water supplies is converted from irrigation use to municipal and industrial <br />use. Upon such a conversion, the estimated construction costs would then be repayable over a 50-year <br />period with interest upon first use of this water supply. This amount does not reOect any cost <br />adjustments that would occur. from restructuring the Animas-La Plata Project or any future <br />compensation to the Colorado Ute Indian Tribes in lieu of constructing irrigation distribution systems. <br />In our opinion, any such adjustments or compensation would, however, be considered funds to be put <br />to better use. <br /> <br />18 <br />
