<br />L,~_~ ~~~r~- <br /> <br />" <br /> <br />The "long list" and "short list" will be made available to the <br />public for information, and a 30-day comment period will be <br />established. The public will be informed through newsletters and <br />meetings for discussion and comment. <br /> <br />After the comment period, the EIS team will prepare a working <br />copy of the preliminary draft EIS Chapter II (Description of <br />Alternatives) to determine any additional GeES data needs and as <br />a basis to begin EIS descriptive write-ups and impact analysis. <br />This draft will be shared with cooperating agencies for review <br />and comment. <br /> <br />Alternatives may later be adjusted or fine-tuned as information <br />is compiled and analysis is carried out during preparation of the <br />draft EIS. Also, public and agency comments on the draft EIS may <br />influence description of alternatives for the final EIS. <br /> <br />PART 3 - THE NO ACTION ALTERNATIVE <br /> <br />A draft of the "No Action" Alternative was developed to present <br />at the July 10, 1990 Flagstaff meeting. This alternative was <br />intended to be a basis for discussion, presenting the type of <br />information we would like to see in the alternatives developed at <br />this meeting and also to solicit input into what is needed in a <br />no action alternative. The No Action alternative was based upon <br />the existing operations of the project recognizing that the <br />project has gone through two phases including: Lake Powell <br />Filling, 1963-1980; Lake Powell, post-filling, 1981 to present. <br />Under the post filling there are sub-setS for high water, and low <br />water years. In developing the No Action Alternative the <br />following 16 criteria were used based on the assumption that <br />there is no change in the basic operating criteria. <br /> <br />Sbort Term Criteria <br /> <br />1. Flows of 1,000 to 31,500 cfs from Labor Day to Easter and <br />3,000 to 31,500 cfs from Easter to Labor Day (or up to 1.9 <br />maf per month maximum). <br /> <br />2. Power load following patterns have a single peak in summer <br />and can have winter bi-modal peaks with up to 20,000 cfs <br />change in 24 hours. <br /> <br />3. Hourly releases to meet monthly volumes, maintain <br />established minimum rates, and flow pattern of energy demand <br />with no constraints on hour-to- hour ramp rates other than <br />physical constraints. Power demand is higher during on peak <br />hours, defined as Monday through Saturday, 7 a.m. to 11 p.m. <br /> <br />4 <br />
