Require power users to demonstrate conservation of electric <br />power by imposing higher prices for hydro-power, especially <br />during seasons of greatest use and by reducing peak needs by <br />requiring more off peak use of power. <br /> <br />14. Increase power rates and user fees to cover the cost of <br />greater environmental protection throughout the study area. <br /> <br />15. Explore natural gas as a substitute source for the <br />generation of power because of the relatively modest <br />environmental problem resulting from gas-fired generators. <br /> <br />16. Charge market rates for all electric power generated by the <br />Colorado River storage Project so that users of hydro-power <br />do not have competitive advantages in the production of <br />agricultural and other commodities that are water and power <br />intensive. Such action would help offset the loss of <br />peaking power revenues and perhaps even increase total <br />revenues. <br /> <br />17. The preferred alternative should encourage electric power <br />conservation both as a means of reducing the need for <br />peaking power and preserving the natural resources present <br />in the Grand Canyon. <br /> <br />Agency Management options <br /> <br />18 .
