Flows <br />ranging from 200 to 800 c. f. s. are acceptable if they represent a <br />gradual flow of the river. Abrupt changes in the flow such as normally <br />associated with power production are not acceptable. Additionally, <br />adjustments in flows below the Gunnison Tunnel associated with irrigation <br />releases or cut-offs should be gradual. <br /> <br />Bypasses during the construction should be a mlnlmUm of 10 c. f. s. <br />to preserve the fishery in the river below the Dam. <br /> <br />The Gunnison Tunnel should be screened so as to prevent entry of <br />fish from the river into the Tunnel or into the section immediately below <br />the Reservoir. <br /> <br />"" <br /> <br />Every effort should be made to eliminate or mlmmize turbidity in the <br />River. Specifications should restrict the turbidity created by aggregate <br />borrow and proces sing within the reservoir basin as well as during the <br />construction of cofferdams, excavation and channelization. <br /> <br />One of the listed adverse effects of the project is the unavoidable <br />turbidity increase during construction. On Page l7 is an apparently <br />ambiguous statement, "Specifications will restrict the additional turbidity <br />during this process so that it will approximate the natural turbidity in the <br />river during the construction period. II Naturally, we would prefer no <br />increase in the natural turbidity of the river. This I1natural turbidity" <br />should be determined by representatives of appropriate agencies such as <br />your Bureau and our Division. <br /> <br />The movement of the Dam site upstream 1630 feet should have no <br />significant effect on the environment. <br /> <br />We need to raise the temperature of the water from the anticipated <br />4SoF. to 60oF. by some method such as surface releases, recirculation, <br />multi-level outlets, etc. <br /> <br />Of the three alternatives listed we now prefer Alternative No.2, the <br />building of a small reregulating reservoir without a power plant so that <br />Morrow Point can bel operated efficiently. <br />
