<br />comments on the U. S. Bureau of R clamation draf copy of the Environ-
<br />mental Statement for construction O~~:;~_~::!-Q~.t!1...a- eservoir and Power
<br />Plant of the Curecanti Unit, Colora~mver Storage Project, Colorado,
<br />March 26, 1971. These comments should be retained as part of the
<br />Commission's comments on the revised Environmental Statement of
<br />August l8, 1971. The change in the design from an earth-fill dam to a
<br />thin-arch concrete dam should not appreciably alter any impact on fish
<br />and wildlife.

<br />The following recommendations should be included as an integral
<br />part of the Division's comments on the Environmental Statement:
<br />
<br />Revenue from the sale of power generated to assist in repayment of
<br />irrigation projects constructed and those proposed in the Upper Colorado
<br />River Storage Project area is listed as a beneficial effect. Obviously
<br />revenues from the sale of power will assist in the repayment of irrigation
<br />commitments. However, the operation of so-called !leash register!! power
<br />plants could and sometimes does have a detrimental effect upon the fish,
<br />wildlife and recreational resources. We have heard that the Crystal Plant
<br />will probably "pay-out" in approximately l5 years - - from then on it would
<br />generate money from the sale of power. This in effect would enable certain
<br />marginal projects proposed for development as part of the CRSP to be
<br />carried. Often times recreation directly benefits from these revenues,
<br />thus, even though all users might be beneficiaries the principle violates
<br />the axiom that each project must be justified on its own merits.
