Will additional access to the upper regions
of the Black Canyon have a si9nificant impact on foot traffic through
the canyon? What does the Park Service think of this additional access
to hitherto remote parts of the monument? (Obviously the existin9 access
road makes this question of little current concern.)

Page 13, paragraph H. Why are publ ic lands within the reservoir adminis-
tered by the National Park Service? On page 10 the boundary of the National
Monument is stated to be two miles downstream.

Page 14 deals 1 ightly and incompletely with the future boatin9 and
recreation problems. Practically any body of water such as this will be
used by fishermen. This section on boat access and recreation use needs
to be strengthened. For example, what steps wi 11 be taken to provide
9arbage and toilet facilities for the additional fishermen? Or will they
dump their trash and human waste in the lake as in many other areas?

The contradictions of the statements of water temperature on page 15
with those on page 12 have already been noted,

Since the reservoir will trap sediment from the Cimarron River, what
is its expected life? What will you do with the reservoir when its effec-
tive capacity is reduced because of the trapped sediment? In general, I
have noted no plans on what to do with used up reservoirs.

Page 16, last paragraph. I do hope you use a woodpole transmission
line. In conjunction with this, what about clearing for the line? Will
you be able to reduce the visual scar of transmission line clearing simply
by topping the trees? I hope so.

Page 18, paragraph 1 refers to views from the north rim of the Black
Canyon Monument. Since there are more visitors on the south rim, what
about that view? Will the dam or roads be visible from the south rim
viewpoints?

S(in~erelY y~urs;
',. (// ~. ..
,l "C ". ..- (: .
Oona ld A.
