In respons~ to your 18 August request for review and
jcornment on\the Draft Environmental Statement for
I _~t.al....oazn', and Powerplant, Curecanti Unit, Colorado
-- River Storage Project, Colorado, I submit the
following.

You have completely eliminated incremental analysis of
economics and environmental impact from this statement.
For example, channelization of 8000 feet of the
Gunnison River has an adverse environmental impact,
but there is no mention of t'1e power gain in kilowatts.
My exposure to channelizatio;.l leads me to conclude that
a lot of power should be obtained to offset the
destruction caused by channelization.

In the bigger picture, the unmentioned financial cost
of this project plus the environmental cost should be
compared to the 28 Mw from the Crystal Powerplant,
the power gain from the other powerplants, and the
benefits of water flow control. Since 28 Mw is less
than 2% of the proposed output of the Navajo Power
Plant, the Crystal Powerplant has very little effect
on the regional power picture.
