J4ni

LETTER OF TRANSMITTAL

Xill

)

be warranted based on detniled studies, In thi, connect.ion, it is
possihle that reservoirs on the Rio Puerco and Rio Salado may eventu-
ally be needed in addition to dred;;ing above Elephallt Butte Reservoir,
but they fire not rceommenoed for construction fit. the present time.
In nciolition to t,he Burenu of Reclamntion, the Fish nnd Wildlife
Service, Bureau of [noinll Affairs, and the N fitioTInl Park Service, are
vitnlly interested ill t,he middle Rio Grande project, as it may nffect
their particular interests.
The Fish nnd Wildlife Service has re\'icwed t.he report and is appre-
ciative of the sympathetic understnnding thn,t hilS been gi\~ell to some
of the problems involving fish and wildlife conservation. It is noted
that certain modifications find plans fiS recommended by the Fish and
vVildlife Service hnve been indudeu in the estimate of project costs.
These modifications will reduce. to some ext.ent, the net annual los9
to fish Rnd wildlife, Tt is noted also t.lmt. detailed engineering plans
for fish and wildlife development will be prepllred event.unlly by the
Corps of Engineers with t,he :Fish nnd vVildlifc tien"ice acting in fln
advisory capacity. Since the final working plans for operating the
project have not oeen completed, it is obvious that t,llOrough consider-
ation cannot be given to t.he fish and wildlife problems until this in-
formation is n.vnilflble. For similt1r reasons the Fish find \Vildlife
Serviel' hus heen nble to prepare only prelim.inury eYldtlnt.ion reports.
'''hen final operating- s(:hedules are RvuiJable, the Fish and \Vildlifo
Service will upprecintc an opportunity to muke morc complete studies
of n)(:nns find measures of mitigating t.he losses of fish nnd wildlife.
A~ now proposed. the plan of devr.lopmcnt would result. in sub-
stantial benefits to the middle Hio Grande Vall"v a,nd its resources
excepting fish and wildlife. III this partieulnr firld the losses, esti-
mated n.t, $275,000 anIlllUlly, would represent [L renl und sllhsl8ntinl
loss to t.he ecollomv of t.he Stnt"s of New Mexico and Colomdo.
Therefore, it is suggested that to t.he extent pract.icable the project be
provided with means for muintaining fish o.nd wildlife values at not
less than present-day levels and \.hnt, all practical nnd feasible steps
be explored to forest.nll: restore, or. offset such losses, flnd thnt such
meRllS as are found to be feasihle in the accomplishment of this ohjec-
tive be carried forward in the development of t.he project, pursunnt to
the pl'Ovisions of Public Law 732, Se\~enty-nillth Congress.
It is the hope of the Nat.ional Park Service thllt recreRtional devel-
opment of the project mny be mn.ue in accordanc.e with recomnlendn-
tions of that Service which have been incorporated in your report as
appendix G,
The Burellll of Indiltn Affairs ig deeply concerned with the proposecl
Bluewatcr flood way been use of its possible nffect upon the limited
water gupply thRt is now a nlilablc to the Acoma and Laguna puehlos
in the Blucwnter Bagiu, That Burenu points out that as a result of
the storage of wllte!" und diversions for irrigation which have taken
place above t,he pueLlos, thc only source of watcr supply now availabla
to the Indinns is derived from springs olong the channel of the river
which, for the greater part, is believed to be the &.L'cnll1ulated outflow
of g'!oulldwuter fronl the upstrcam Ynllev fill. Since the construction
of the proposed Bluewntcr floodwoy nUl)' affect the sourccs of water
from which the Acoma and Laguna pueblos now obt.ain their water
supplies, the Bureau of Indian Affairs requests thut opportunity be
afforded to negotmte agreements with the Corps of Engineers with
