Lower Division States <br /> <br />Dear Mr. Ensminger: <br />Thank you for considering th.., following comments on the above proposed rule and <br />environmental assessment. The fundamerrtal basis of our comments is as follows. According to <br />Reclamation, <br /> <br />Arrangements that &.cilitate more efficient use of the limited Colorado River water <br />resources are beneficial to all water users. <br /> <br />In other words, maximum efficiency in the use of Colorado River is desirable, thus ensuring that <br />significantly less Colorado River water will remain available either through accident or design, <br />for natoral resources. For example, while today water still reaches the Colorado River Delta and <br />Gulf of California during flood control releases due to a lack of complete system efficiency, and <br />thus maximum utilization of the Colorado River. this rule will provide for full utilization of this <br />currently "wasted" water. That less water will remain in the Colorado River, and more will be <br />diverted for (in the case of Las Vegas) urban uses is indicated by Reclamation statements in the <br />proposed rule.
