<br />FOREWORD <br /> <br /> <br />OfJl813 <br /> <br />The Pacific Southwest Inter-Agency Committee believes that all <br /> <br />of the natural resources of the area ,should be developed to the greatest <br /> <br />degree possible. This includes the maximum utilization of the range <br /> <br />lands'under a sound conservation program. <br /> <br />To utilize fully the range resources requires adequate stock <br /> <br />I. <br /> <br />water. Where live stream's and springs do not occur and wells are <br /> <br />difficult and expensive to maintain, the impounding of flood water in <br /> <br />surface reservoirs is often the most practical solution. However, <br /> <br />because of the improved machinery and physical ability of man to <br /> <br />construct impoundments of such size and number as to seriously <br /> <br />decrease surface runoff for many of the watersheds in the Pacific <br /> <br />Southwest, it is becoming increasingly evident that such construction <br />" <br /> <br />can interfere with existing rights. <br /> <br />. <br /> <br />In most States storage in stock. ponds requires right by appro- <br /> <br />priation obtained through established legal channels.' If the surface <br /> <br />supply is avaUabie, the appropriation will generally be granted; if <br /> <br />not available, it may be necessary to secure it by purchase of <br /> <br />existing rIghts. In either event, conservation practices must include <br /> <br />the exercise of the proper effort to see that all recognized rightlf are <br /> <br />respected, and that land and water resources are developed within <br /> <br />this vital requirement. <br />
