To the end that \later <br />allotments shall as nearly as possible con1'orm to laDd tracts as <br />they appear upon the county Assessor's records, the Secretary of <br />the District sh9.11, follo\1iog February 1 each year, compare the <br />District's Class D allotment records \1ith land tract records in <br />the County Assessor's office aDd, not later than April 1 in each <br />year, initiate reallocation proceediogs in all proper cases \lbich <br />then are not covered by pellding illdi vidual applications for reallo- <br />cations.
