The purpose and effect thereof are the S8.l~e as in the case, of voluntary reallocations, but toe procedure is initia..ed by the application of less than all of the interested o~ners and lien holders, aDd may be initiated ~hol1y and solely by the District itself. This procedure is deemed necessary by reason of the fac.. tl~t the District recognizes that some interested parties may be dila- tory in, or even refuse toO, join in a voluntary application. RULES AND REGULATIONS . (l) An application for reallocation shall be made on a form therefor furnished by the District. It shall be signed by at least one owner of land of record ~ithin the boundaries of the Original Allot.rnen.. Petition and Order, or, if there has been a previous re- allocation with respect ..0 the lands covered by the Original Peti- tion aDd Order, then by an owner of record within ..hat portion of lands covered by the Original Petition aDd Order for which further reallocation is sought. Toe signatures of all applicants 11IUSt be ac,;nowledged. Appl1cants must be owners of record as of February 1 next preceding the date upon which the District determines to hold its hearing upon the application. (2) Not less than thirty (30) days prior to the date fixed for hearing on such application, the District shall give notice of the time and place of hearing upon the application for reallocation, and of the general purpose thereof, by publishing a copy of such notice tnree (3) tices in a newspaper of general circulation in the County in which the lands are located, the first publication ..0 be not more than four weeks before the date of hearing and the last publi- cation not less than three days before the date of hearing. This Notice shall include a statement that all of the expense of the re- allocation would be borne by the persons to whom the water was re- allocated and that 11' not paid upon approval of ..he reallocation. would be certified as an additional charge against the water so reallocated. (3) At the time and place fixed for hearins the Board of Directors of the District shall hear all persons interested. including employees or other representatives of the District, and shall thereupon determine the matter nnd cake such reallocation orders as it deems proper. . (4) Upon the entry of any reallocation order, a copy thereof shall forth- with be recorded in the County wherein the lands involved are situated.
