The ad.l\'e
('apucity would be about 82,000 aere-feet. The outlet works would lut\"e
:L disclmrgo capacity of llbollt, 1,000 cuhic feet pel' second at. minimum
head and about 2~OUO cubic feet per secolld at. spillwa.y-ere::;t elenltion.
The reservoir provides for l'eplac-emcnt stOI'<lge in connect.ion with the
proposed Frying-pan-Arkansas diversion project and the entire active
storage capacity below spillway erest is assigned to ,""ater cOllsel'va.t.ion.
The dam wou1<1 be loeated at about r;,'er mile 13,5 on the ];ryingpa.n
Ri'f"er, :lJld the reservoir would hn.ve a. dl'u.inage area. of about 227
square miles. 'Vit.h the outlet c..'Lpacit>, as planned, the entire amount
of ac.tive storage could be evacuated III nbout 30 days. If cHrefully
operated for Hood control by evacuation of the i.\etive storage on the
basis of forecasts of snowmelt intlow, almost, complete control of snow-
melt floods at the dalllsite probably could be obtaiued.
The R\'erage annua.! future flood damage from uncontrolled snow-
melt 1\.oods is eshmate,l as follows: on the FI',vingpan Ri\'er below the
Ruedi Dalll site, $500; and on the Roaring Fork Hi\'er below Basalt,
$4,500. The a,-era.ge annual future damage from uncontroIled snow-
melt Hoods on t.he. Colorado River bet.ween Glcnwood Spring'S and
Gra.nd .function has not uecn definitely est.imated but it nppeal's that
it would be at least $11,000. The total of these putential flood damages
from ul1controlled snowmelt floods amonnts to at least $16,000 fi.Jl-
nuall.y. The operation of the Ruedi Dam and Reser, oir for eontroJ
of snowmelt flood eould prevent from $S,OOO to $15,000 of lwerage
~nnunl flood damage. The upper limit of $15,000 is a very tent"Jive
hgure because of a laek of presently a\"!l.ilable data on floods and on
1100d damage along the Colorado River.
Very truly yours,
C.
