Sneh evaluat.ion will be made <br />separately. <br />Because of limitlltions of time and investigation funds, t.he studies <br />and estimates underlying the report are of reconnaissance grade. <br />Should the Fryingpan-Arkansas I,,'oject. be authorized with Rueth <br />Dam anu ReseJ'voir as an integral feature, it will be necessary to pro- <br />gram and conduct further studies of llll potent.ial uses to determine <br />the most beneficial llnd desirable operating plan for t.he reservoir. <br /> <br />ACKNOWLEDGE:MENTS <br /> <br />Through the Colorado Water ConseJ'l"lltion Board, t.he State of <br />Colorado has cont.ributed funds for investigations required for this <br />report a.nd for the reexamination of the Frying-pan-Arkansas project, <br />the results of which will be present.ed to committees of Congress next <br />year. Responsible field offices of the Corps of Engineers, Department <br />of the AmIY, and the Nat.ional Park .service and Fish and IVildlife <br />Service, both of the Department of the Interior, lliLve conducted re- <br />connaiss~mce in the fields of flood cont.rol, recreation, and fish a.nd <br />wildlife,respeet.ively. The Forest Service, Department of Agricul- <br />ture, was consulted by the National Park Service on recreation aspect.s <br />of the Ruedi Dam and Reservoir. The Colorado Depart.ment of <br />Game ,md Fish has collaborat.ed with t.he Fish and Wildlife Service <br />in studies fort.his report. <br />The Colora.do Wat.er Conservation District has pre~ared material <br />on irrigat.ion of the pot.ential Basa.lt project (Cat..t.Ie Cr""k unit and <br />part of Mount Sopris 'Init both of the Federal Cliffs-Divide project). <br />The Bureau of Reclamation has not had t.he funds and t.ime t.o review <br />orevaluate this material on t.he Basalt. project. <br />Region 4 of the Bureau of Reclamation in Salt. Lake City and it.s <br />project office in Grand .Jnnction, Colo., have reviewed a.nd slmlmarized <br />t.he mmIicipal a.nd indust.rial water st.udies of the State of Colorado <br />a.nd have prepared sections of this report on altenlRtive uses of water <br />for irrigation. <br />HISTORY AND BACKGROUND <br /> <br />During the original feasibilit.y investigations of t.he Fryingpan- <br />Arkansas project t.he Colorado Water Conservation Board organized <br />a policy and .review cOHunittee to study and review plans a.nd reports <br />on the project... On January 19, 1951, t.he committee completed a rec- <br />ommended draft of project-opera.ting principles which was incor~ <br />porated in House Document No. 187. Those principles reflected <br />
