The Rnedi DaIn and Reser- <br />voir are prop(;sed ~LS substitutes for t.he Aspen Dam a.nd Reservoir <br />insofar as replacement water and water for future use in western <br />Colorado are concerned. In addition to sat.isfying requirements st.em- <br />ming from operat.ion of the Fl'yingpan-Al'kansas project and from <br />policy of the State of Colorado as expressed in t,he Colorado "'Vater <br />Conservancy District Act, Ruedi Dam llnd Reservoir would provide <br />additional storage eapacity and water for use in western Colorado. <br />Substit,utioll of RUl::'di DaJu and Resen'oir for Aspen Dam anu <br />Reservoir will in no way affect the remainder of t.he Fryingpan- <br />Arkansas project plan. ",Vestem slope water collection featnres on <br />the Fryingpan River (also called Fryingpan Creek) a.nd Hunter <br />Creek, tIle Cont,inental Divide tunnel, and all eastern slope featmes <br />and facilities remain unchanged from those set forth in House Docu- <br />ment No. 187, 83d Congress, 1st session, and as modified in some de- <br />tails in testimony before t.he Senate and I-louse Irrigation and Rec- <br />lamation SubcOl;,mittees of the Interior and Insular Affairs Com- <br />mittees in the 83d, 84th, and 85th Congresses. The qnantity of water <br />to he diverted tD the eastern slope likewise will not be changed. It <br />remains !It an annual average of 60,200 acre-feet for the period 1911-44. <br />Althongh the estimated construct.ion cost. of Ruedi D,un and Reser- <br />voir exceeds the estimated cost of Aspen Dam and Reservoir, the re- <br />,vised operat.ing principles provide that the financial obligation at.- <br />tached to the Fryingpan-Arkansas project be liInited to t.he estimated <br />cost of Aspen Dam and Reservoir. or $7,600,000, The economic justi- <br />fication and feasiiJlit,y of t.h~ F,:yingpan-Ar!<ansas project, therefore, <br />are not affected the substItutIOn of RuedLDam and Reservoir. <br />This report an,,' ,pend, ed materials are sul>mitted for yonr a,pproval <br />and for departmental action with a view toward securing approval <br />of t,he subst.itution of Rnedi Dam and Reservoir for Aspen Dam and <br />,.
