<br />~ <br /> <br />~ <br /> <br />as expressed in those rules is to accomplish effective cooperation <br /> <br />among the western states in planning for programs leading to <br /> <br />integrated development by state, federal and other agencies of <br /> <br />their water resources. <br /> <br />Specific functions of the countil are listed as follows: <br /> <br />1. Prepare criteria and the formulation of plans <br /> <br />for regional development of water resources to protect and <br /> <br />~ further state and local interests. <br />~ <br />~ <br />~ 2. Undertake continual review of all largescale <br /> <br />interstate and interbasin plans and projects for develop- <br /> <br />ment, control the utilization of water resources in the <br /> <br />western states and submit recommendations to the governors <br />with <br />regarding the compatibility of such projects and plans ~e~ <br /> <br />an~ orderly and optimum development of water resources in <br /> <br />the western states. <br /> <br />The membership in the council consists of three repre- <br /> <br />sentatives from each of the member states appointed by the respec- <br /> <br />tive Governors. Officers of the council consist of a Chairman, <br />and <br />Vice-Chairman,jSecretary-Treasurer elected annually. <br /> <br />Further meetings of the council on its executive meeting <br /> <br />have been held for the purpose of locating the headquarters and <br /> <br />establishing a permanent staff. A meeting was held in Denver, <br /> <br />colorado, on November 13, 1965, to consider the matter of the <br /> <br />budget, a permanent staff, and the location of the Council's office. <br /> <br />Three cities were considered for the location of the main office; <br /> <br />-4- <br />
