The Colorado Legislature makes appropriations for the fiscal year <br />following each annual session. The appropriated funds, as reported in the summary, are <br />for the entire state unless otherwise noted. Federal grants-in-sid have been omitted <br />in the summary as well as appropriations which are for purposes definitely outside the <br />Missouri River Basin. Approximately 2$ percent of Colorado is within the Missouri <br />River Basin. <br /> <br />The funds available to the Colorado State agencies involved in water resources <br />development, recreational planning and related activities are summarized below accord- <br />ing to the purposes inclicated. The narrative report below briefly outlioos the major <br />functions and'activities of the state and local agencies involved. <br /> <br />Agricultural. Funds are appropriated to the Colorado Department of Agriculture <br />for the Extension Service, Agricultural Research and the State Soil Conservation Board. <br />Colorado State University has an excellent hydraulic research laboratory where studieS' <br />are being conducted almost continually for the improvement of irrigation procedures. <br />The primary function of the Colorado Soil Conservation Board is to furnish assistance <br />to local soil conservation clistri cts in organization, administration and supervision. <br />The Board is also charged at the State level with the approval of feasibility of Public <br />Law $66 projects for detailed study by the Soil Conservation Service. The Board may, <br />if necessary, be the contractual agency for P. L. $66 projects. <br /> <br />Hydrologic Pctivities. Appropriations in this category are to finance cooperation <br />by the State Engineer in stream gaging activities, and by the Colorado Water Conservation <br />Board in the ground water program of the U. S. Geological Survey. The State Engineer <br />was appropriated $111,06$ for the operation of stream gaging stations and for the pre- <br />paration of stream flow data for publication by the U. S. Geological Survey. The State <br />Engineer contributed $2,000 from Administrative funds to the Agri cultural Department <br />for snow surveys in Colorado. The Ground Water Section of the State Engineer's Office <br />was appropriated $$0,094 for the administration of the State Ground Water Laws. <br /> <br />The Colorado Water Conservation Board was appropriated $7$,000 for underground <br />water surveys of selected projects, most of which will be expended in the Missouri Ri- <br />ver Basin. The Board also contributed $32,000 to the U. S. Geological Survey for sur- <br />face water investigations of which a portion will be in the Missouri River Basin. <br /> <br />Water Controls. The State Engineer is charged with the administration of water <br />rights in Colorado. Included in his duties is the approval of safety of design and con- <br />struction of dams in the state. The funds for this purpose are in adclition to the <br />amounts expended for stream gaging. <br />
