The head of each federal agency <br />and the Governor of each member state designates an official representative to serve on the <br />Committee, The Chair Agency, selected on an annual basis a year in advance by and from the <br />participating agencies, provides a Secretary for A WRBIAC. The Secretary serves as Chair of the <br />Administrative Committee, which is responsible for A WRBIAC meeting arrangements and <br />dissemination of program materials. <br /> <br />In accordance with the "Anicles of Organization and Procedure,. problems and business of <br />A WRBIAC. either technical or general in nature, which require continuing but more detailed <br />consideration than can be given by the A WRBIAC as a whole are referred to appropriate standing <br />committees. Active standing committees are the Arkansas River Basin Planning Committee, the <br />White River Basin Planning Committee and the Red River Basin Planning Committee. The overall <br />functional charges to these standing committees are discussed under Article 1, Section 4 of the <br />. Articles of Organization and Procedure for A WRBIAC.. Ad hoc committees may be appointed on <br />a short-term basis to deal with speci~ transitory technical and policy problems, <br /> <br />3 <br />
