<br />., <br /> <br />a <br />r:-:, <br /> <br />ARKANSAS-WHITE-RED BASINS INTERAGENCY COMMIlTEE <br /> <br />.... <br />-..1 <br />(.I, <br />~ <br /> <br />FUNCfIONS AND ORGANIZATION <br /> <br />FUNCIlONS <br /> <br />The original Arkansas-White-Red Basins Interagency Committee was established by Presidential <br />directive in 1950 and dissolved in June 1955. The Arkansas-White-Red Basins Interagency <br />Committee (AWRBlAC) as now constituted was established by the Interagency Committee on Water <br />Resources (JCWR) in September 1955 to assist in the coordination of the water and related land <br />resources activities of the states and federal agencies in the three river basins, The objectives of the <br />Committee, as stated in its Charter issued by JCWR, are "to provide in the Arkansas, White, and Red <br />River Basins improved facilities and procedures for the coordination of the policies, programs, and <br />activities of the federal agencies and the states in the field of water and related land resources <br />investigation, plarming, construction, operation, and maintenance; provide means by which conflicts <br />may be resolved; and to provide procedures for coordination of their interests with those of other <br />federal, local governmental, and private agencies in the water and related land resources field." The <br />AWRBIAC is further charged with coordination of work and resolution of conflicts. <br /> <br />The ICWR was replaced by the Water Resources Council, which directed A WRBlAC to continue <br />under its 1955 Charter, The Charter was amended by the Water Resources Council effective <br />December 12, 1969, to include the Departments of Transportation and Housing and Urban <br />Development and to update the geographic boundaries. The Envirorimental Protection Agency was <br />invited to membership on March 22, 1971, and the Charter was amended to include this agency to <br />membership on September 15, 1972. The Federal Emergency Management Agency was invited to <br />membership March 28, 1988, and the Charter was amended to include this agency to membership on <br />May 12, 1988, On October 23, 1975, the beginning of the operating year was changed from July 1 <br />to October 1 to reflect the new federal fiscal year. <br /> <br />Even through the Water Resources Council is currently inactive, the AWRBJAC has continued to <br />operate under the provisions of the "Charter for an Arkansas- White-Red Basins Inter-Agency <br />Committee" and "Articles of Organization and Procedure for AWRBIAC: as amended (see <br />Appendix). <br /> <br />AREA AND ORGAN1ZA nON <br /> <br />The geographical area encompassed by A WRBIAC includes the entire State of Oklahoma and those <br />pomons of the States of Louisiana, Missouri, Arkansas, Texas, Kansas, Colorado and New Mexico <br />lying within the Arkansas-White-Red River Basins, AWRBIAC membership consists of the eight <br />states of the basins and nine federal agencies - the Departments of Agriculture, Anny, Commerce, <br />Energy, Housing and Urban Developr.lent, Interior, Transportation; and the Environmental Protection <br /> <br />2 <br />
