<br />MAY Iq82 <br /> <br />This report describes six candidate plans that address four concepts <br /> <br />for reducing the river's salt load. These concepts are: a continuation of <br /> <br />ongoing programs (no accelerated action alternative), onfarm irrigation <br /> <br />water management (non-structural alternative), ditch lining only, and <br /> <br />combining onfarm irrigation water management with ditch lining. <br /> <br />Plan 5 is recommended for implementation. The total installation cost is estimated to be <br /> <br />$27,986,000. It is recommended that the federal government share the <br /> <br />construction cost at a rate not greater than 75 percent. At 75 percent <br /> <br />cost-share the cost to the federal government is $22,154,000 over the <br /> <br />six-year implementation period, consisting of $17,490,000 for construction <br /> <br />and $4,664,000 for administrative and technical assistance. Annual levels <br /> <br />of funding needed throughout the implementation period are shown- in Table <br /> <br />1-4.
