<br />report will form a basic component of the Synthesis Report, <br /> <br />The lead author completed a draft report for a study that will form an important <br />component of the Synthesis Report, He also finalized two other reports that will <br />contribute to the flow recommendations and is now working full time on the <br />Synthesis Report, <br /> <br />Most efforts in FY -98 went toward coordination with the different entities involved in <br />operation of the Aspinall Unit. We participated in three meetings that involve all <br />entities affected by operation of the Aspinall Unit. These meetings develop the <br />operation of the Unit for the year and form a background for flow recommendations <br />that will come from the Synthesis Report <br /> <br />The basic hydrology of the Gunnison River has been described, Reoperation of the <br />Unit will involve mimicking the natural hydro graph of the river to the extent possible, <br />Considerable time in the recent past has involved working with the local Bureau of <br />Reclamation office to get an understanding of how the Unit works and how the flow <br />recommendations can ultimately be utilized, Considerable time has also been spent <br />working with the National Park Service which is working on a Federal Reserved <br />Water right for the Black Canyon of the Gunnison National Monument, The NPS's <br />reserved water right will be closely interrelated to flow recommendations in the <br />Synthesis Report, <br /> <br />The preliminary flow recommendations will be available in January 1998 for the <br />Bureau of Reclamation to begin working with, A complete draft of the synthesis <br />report will be available in April,1999, <br /> <br />Funds have been carried over from FY -98 to continue development of the Synthesis <br />Report, <br /> <br />VII. Recommendations: Complete draft Synthesis Report by April, 1999 <br /> <br />VIII.
