Within each of the above resource areas specific management 56 objectives and prioritized information needs have been developed by the TWG and adopted 57 by the AMWG. These are contained in Appendix A. 58 59 ENSURING OBJECTIVE QUALITY SCffiNCE 60 The GCDEIS (pg. 36) called for establishment of an independent science center as a 61 means of providing objective quality scientific information to the Secretary and to the 62 AMWG. GCMRC was established as that science center and developed specific protocols 63 regarding science-planning, competition, peer-review, administration and publication, in 64 conjunction with the Transition Work Group (1996), to ensure that the goals of providing 65 objective high quality science would be met. 66 Objective quality science at GCMRC will be facilitated by the establishment of a 67 Science Advisory Board (SAB) as one of the Independent Review Panels outlined in the 68 GCDEIS and external peer review of proposals and reports. The selection of this 69 interdiscip1inary group of advisors will be made on the basis of their standing and 70 accomplishments in the science community. 71 The quality and objectivity ofGCMRC research findings will be ensured through 72 competition and independent external scientific peer review. All proposals, data, reports, 73 etc., will be reviewed by independent, external scientists as well as by the GCMRC science 74 team. 75 76 SCIENCE PROGRAMS 77 Monitoring and research programs outlined in the Strategic Plan include: 78 1.
