FY 2000 - 2004 STRATEGIC PLAN

EXECUTIVE SUMMARY

INTRODUCTION

This Strategic Plan describes programs that the Grand Canyon Monitoring and
Research Center (GCMRC) proposes to implement to fulfill its role within the Glen Canyon
Dam Adaptive Management Program (AMP). GCMRC's scientific activities are intended to
contribute to meeting the statutory requirements of the 1992 Grand Canyon Protection Act
(GCPA), Glen Canyon Dam Environmental Impact Statement (GCDEIS, 001, 1995) and the
Record of Decision (ROD, 1996). GCMRC activities are only one element of the overall
AMP, the others being the activities of the Adaptive Management Work Group (AMWG),

the Technical Work Group (TWG), and the Independent Review Panels (IRP). The scientific
activities described for physical, biological, cultural, socioeconomic, and recreational
resources will be implemented over a five-year period. Within each of these years, an annual
monitoring and research plan will be developed which describes the specific activities to be
accomplished by the GCMRC in that year.
The Strategic Plan and subsequent annual plans will be developed cooperatively with
the AMWG. Proposed activities will relate to known or hypothesized resource impacts
primarily in the Colorado River ecosystem I within Grand Canyon National Park and Glen
Canyon National Recreation Area resulting from .....the effects of the Secretary's actions...,,2

J The .Colorado River ecosystem. is defined as the Colorado River mainstem corridor and interacliDg
rellOllrCe8 in associated riparian and terrace zones, located primarily from the forebay of Glen Canyon Dam to
the western boundary of Grand Canyon National Park, a distance of approximately 300 river miles. The
scope of GCMRC activities also includes limited investigations into some tributaries (e.g., the Wille Colorado
and Paria Riven). .Colorado River ecosystem" will be used throughout this document as the standard
definition of the monitoring and study area for GCMRC.
