As appropriate, <br /> <br />summaries of water use by major functions should be shown by <br /> <br />tabulation or other methods of presentation. <br /> <br />Interim Report <br /> <br />An interim report will be prepared summarizing the items <br /> <br />discussed heretofore. This report is scheduled for completion by <br /> <br />January 1, 1972. <br /> <br />PHASE II <br /> <br />Leqal and Institutional Considerations <br /> <br />~ The legal factors include federal statutes, state water <br /> <br />laws and state enabling legislation which have fostered formation <br /> <br />of many local organizations sponsoring, developing and managing <br /> <br />water and related land resources projects. The institutional <br /> <br />considerations include the functions and policies of state and <br /> <br />~ederal agencies involved in planning, developing and managing <br /> <br />water and land resources, and the functions of subdivisions of <br /> <br />local governments and individuals in their relationship with state <br /> <br />and federal agencies in the development and use of water and land. <br /> <br />At the state level various institutions, organizations <br /> <br />and political entities formed under state laws have varying <br /> <br />responsibilities and legal powers in the field of water resources <br /> <br />development and management. <br /> <br />State laws define the guidelines <br /> <br />0068 <br /> <br />-5- <br />
