<br />Project Scoping Process <br /> <br />Oetober 28, 1993 <br />Page 2 <br /> <br />- use of COE flood control reservoirs <br />- others: Arkansas River, etc. <br /> <br />During these smaller group meetings efforts would focus on generating ideas, <br />exploring generaJ avaiJability of data and models, and establishing working <br />relationships with TAC members and other water provider participants. In some topic <br />areas, more than one meeting may be necessary to meaningfully explore potential <br />options. We anticipate up to ten meetings in various focus group settings may occur in <br />this step. <br /> <br />Mid-point TAC Meeting <br /> <br />Following the brainstorming phase of the scoping process the T AC will meet to <br />discuss the results of the brainstorming efforts, identify screening criteria for narrowing <br />identified ideas into a manageable number for study, and make any mid-course <br />corrections to the scoping process. . <br /> <br />Focus Groups - Specifying <br /> <br />A second series of focus group meetings will be held to refine and specifically <br />defme water supply opportunities to be investigated. Related data gaps would also be <br />covered. Key interests would be surveyed regarding technical issues including <br />modeling capabilities, data avaiJabiIity, consistency of systems integration options with <br />individual water supply planning and other relevant information. The Project team also <br />needs to be aware of institutional and legal issues so that relevant technical problems <br />can be addressed, but the Project must retain creative flexibility in this area so as to <br />avoid undue legal and political restraints. <br /> <br />We anticipate thaI step will involve a smaller number of focus groups meetings, <br />with topic areas being somewhat combined for purposes of specifying and narrowing <br />options to be studied. <br /> <br />End-Point TAC Meeting <br /> <br />The TAC will again meet following the specifying phase of the focus group <br />meetings to reach closure on what specific areas the Project should focus on, and to <br />provide direction for refining the Project's Work Plan. <br /> <br />The TAC will also focus on how to best dovetail the remaining MWSI Project <br />process with other ongoing water supply planning efforts in order to minimize <br />duplicative meetings and work efforts. <br /> <br />Finally, the T AC will begin to define evaluation criteria to be used later in the <br />Project for measuring the comparative benefits and costs of various options. <br />Evaluation criteria could include factors such as impacts on irrigated agriculture, <br />impacts on wetland, impacts on water quality, the cost of facilities required and <br />federal, state and local permitting requirements. <br /> <br />Uvrl'rnc:nh........
