<br />, <br /> <br />MEMORANDUM <br /> <br />TO: MWSI Technical Advisory Committee <br />FROM: lee Rozaklis. Project Manager <br />SUBJECT: Project Scoping Process <br />DATE: October 28, 1993 <br /> <br />This memorandum describes our proposed approach to the Project scoping <br />process. This process is illustrated in the attached schematic. <br /> <br />GOALS <br /> <br />The goals of this process are to: I) better define water supply options to be <br />studied, 2) identify technical issues the Project team should be prepared to address, 3) <br />assess availability of data and models that may be useful for the Project and any major <br />data gaps related to the proposed investigations, 4) begin to define criteria to be used to <br />evaluate the merits and impaets of water supply opportunities, and 5) enhance the level <br />of shared .understanding on the part of Technical Advisory Committee members of the <br />operations, constraints and opportunities of existing metro area water supply systems. <br /> <br />METHODOLOGY <br /> <br />The scoping process will include an initial expansive "brainstorming" phase <br />followed by a narrowing or "specifying" phase, and will be accomplished through a <br />series of meetings involving the T AC as a whole as well as a number of smaller Focus <br />Group meetings. We anticipate a sequence of 14 to 16 meetings over a four month <br />period to accomplish this process, as described below. <br /> <br />Start-up T AC Meeting <br /> <br />The scoping process will begin with a start-up meeting of the TAC. In this <br />meeting we will review the Project objectives, define the role of the TAC, attempt to <br />set up generaJ TAC ground rules and procedures and make any "fine tuning" <br />adjustments to the proposed scoping process. <br /> <br />Focus Groups - Brainstorming <br /> <br />A series of smaller focus group meetings will then be held for purposes of <br />brainstorming, identifying available relevant information, and enhancing participants' <br />mutual understanding of water systems operations. Each focus group meeting will <br />probably involve a subset of the T AC (as well as any other identified key resource <br />people) and will be devoted to a particular geographic or functional area of interest. <br />Suggested meetings and topics include: <br /> <br />- conjunctive use of Denver Basin groundwater <br />- Barr Lake System/Metro Denver Reclamation District <br />- NCWCD/Windy Gap/northern agriculture <br />- Denver Water/upper South Platte Reservoir opportunities <br /> <br />Hvdrosnhere ResOllrce Con!\;ultants 1002 Walnut Suite '200 Roulder.
