GENERAL PROJECT APPROACH

MWSI Project will be conducted in four generally sequential project phases:

A. Scooine:

A three to four month initial scoping effort, consisting of meetings with TSC
members and interested water providers, will be held to more specifically defme
Project objectives, explore cooperative water supply options, identify data needs and
sources, identify key technical issues to be addressed and more specifically define
subsequent Project tasks.

B. Information Develooment

This phase will first be aimed at gathering and evaluating existing relevant data
and analytical tools and then developing the additional data required for analysis of the
most promising opportunities in the context of potential integration with other water
supply and delivery systems.

C. MOOeline:

This phase will develop the analytical capability necessary to evaluate the
individual and combined yield potential and operational aspects of a variety of water
supply options including the targeted opportunities.

D. OooortUnities Evaluation

This final phase will investigate water supply options in terms of their overaJl
water supply benefits, their yield and operational implications, facilities requirements
and costs, potential environmental impacts and potential institutional issues.

III. KEY PROJECT TEAM MEMBERS

The overall Project team includes key individuals from the Executive Director's
Office of Department of NaturaJ Resources, the Colorado Water Conservation Board,
the Office of the State Engineer and the Department of Health, Water Quality Control
Division, as well as the Contractor team.

The Project will receive overall direction from the Executive Director of the
Department of NaturaJ Resources.
