<br />. . <br /> <br />METROPOLITAN WATER SUPPLY INVESTIGATION <br />PROJECT SUMMARY <br />OCTOBER 28.1993 <br /> <br />I. MWSI PROJECT GOALS AND OBJECTIVES <br /> <br />In order to effectively identify and support cooperative solutions to Denver metro <br />area water supply problems the MWSI Project has three objectives: <br /> <br />. A. Create A Technically Facilitated Planning Process <br /> <br />Because of its breadth of scope, the MWSI Project will not occur in a vacuum. <br />The MWSI Project will include a strong cooperative process component intended to <br />foster collaborative planning efforts among water users and to take advantage of . <br />existing areas of information and expertise. This process will allow for frequent and <br />informal meetings with key technical people from interested water providers for the <br />purposes of brainstorming, sharing of information and discussing findings. <br /> <br />B. Develop A Comprehensive Analytical Capability <br /> <br />The MWSI Project will aim toward the development of a modeling tool capable <br />of evaluating a variety of methods for increasing metro area water supplies through <br />cooperative operation of individual water supply systems. Ultimately this should <br />include the capability to estimate overall system yield when individual water systems <br />are operated in a cooperative rather than competitive mode. The MWSI Project should <br />also be able to articulate such a mode of operation in terms of prior appropriation <br />language, in order to address such questions as how the SEa would administer such an <br />arrangement, and what sort of agreements among water users would be required. <br /> <br />C. Conduct Specific Water Supply Investigations <br /> <br />At a minimum, three conceptual water supply concepts will be refined into <br />specific mechanisms and will be examined individually and in combination with respect <br />to their water supply yield benefits to the metro Denver area, their project costs, their <br />impacts on agricultural water users and groundwater levels, and their effects in other <br />areas such as water quality, wildlife habitat and flood control. The Governor's <br />Executive Order has identified three opportunities which will be the subject of these <br />special studies: I} some version of the proposed Barr Lake Plan; 2} conjunctive use of <br />non-tributary groundwater; and 3) cooperative integration of metro Denver and <br />northern water supply systems. With regard to these specific investigations, the MWSI <br />Project will focus on technical aspects, and should not get bogged down in institutional <br />issues; however, it should identify and articulate what those institutional issues are. <br />
