The plan should provide for modification as t;he. <br />future circumstances warrant, and it should be compiled in a form to. fa- <br />cilitate convenient modification, The term "final type" is used herein <br />merely to dis.tinguish this refined plan from the preliminary type, A de- <br />tailed outline of suggested content is given in Appendix A attached hereto, <br /> <br />11, ManagEtnent Plan.. As previously defined, the PAR Management Plan ' <br />would cover the operation, maintenance and management of an area whose <br />development is charted by the PAR Development Plan, It may properly be <br />prepared by the managing agency as a joint activity in cooperation with the .'. <br />sponsoring agency, and preferably as a responsibility defined in a manage- I <br />ment agreement, As discussed under "Joint Responsibilities" herein, manage... <br />ment plans for all or part of the shorelands may be prepared by statutory <br />administering: agencies as well as by agencies such as counties that assume <br />such responsipilities through lease, license, or permit from the sponsoring <br />agency, The sponsoring agency should compile all such individual plans into <br />a single overall PAR Management Plan for the project, A suggested outline . <br />is given in Appendix B, <br /> <br />12, Conclusions, On the basis of the foregoing, the subcommittee <br />concludes that: <br /> <br />a, The PAR (Project-Associated Resources) Plans should be pre- <br />pared and financed by the sponsoring agency in order to assure adequate <br />integration of all multiple-purpose aspects as well as the timely funding . <br />and programming of the planning work and related construction of facilities. <br /> <br />b, The PAR Plans should be fully coordinated in the formative <br />stages with all Federal, State, and local agencies having speciali~ed <br />knowledge, interests, or responsibilities on the basis of reports made by <br />such agencies and of existing laws and ordinances, <br /> <br />c. The PAR Plans should provide for progressive refinement con- <br />currently wit~ development of the basic reservoir project, and the final- <br />type plans should provide flexible guidance for the preservation, pro- <br />tection, development and utili~ation of reservoir and shoreland resources <br />throughout t.he life of t.he project, <br /> <br />d. . The suggested typical outlines shown in Appendixes A and B <br />hereto indicate suitable content for the PAR Development and PAR Management, <br />Plans, respectively. <br /> <br />e.
