'Outline of general criteria for protection and administration <br />of the resour,ces. <br /> <br />10. Content of PAR Plan - (Final Type). In general, the final-type <br />of PAR Development Plan should be prepared in much greater detail andre- <br />finement than the preliminary plan. It should be developed in consultation' <br />with all interested Federal and State and local agencies. This plan should: <br />define two distinct phases; viz., an initial phase to accommodate antici~ , <br />pated public use and conservation needs for a reasonably predictable period' <br />of about five,tq ten years after storage begins, and a long-range phaSe to ' <br />give directi6"n to anticipated future developments for maximum preservation <br />arid utilizat~on 'of the resources over an assumed economic life for the <br />I ' - - , <br />rElservoir ofabdut 50 years or more. The long-range phase should constitute <br />a flexible framework to guide future development.
