This became evident in trying to. clarify the functio.n o.f . <br />each, and to. determine whether or net they were or should be separate <br />documents. Further, clarificatio.n was necessary to determine if these terms. <br />were syno.nymous with such terms as "Master Plan," "General Development <br />Plan," and other similarly designated plans. Clarification o.f termino.lo.gy <br />thus became a: part o.f the pro.blem. Furthermo.re, while the need fer clari- <br />ficationof terminology was co.rollary to. the main problem, it was also. . <br />necessary that such termino.logy be adequate to. co.nvey co.ncepts which include <br />o.verall co.nsi~eratio.ns as expressed in Senate Do.cument No.. 97, 87th Co.ngres~, <br />2d Sessio.n, ~l that (a) o.ptimum develo.pment and maximum benefits sho.uld be <br />realized in water reso.urce develo.pment, and (b) geed reservo.ir sites are . <br />relatively scarce, and they co.nstitute an exhaustible natural resource. Wi1<h <br />this added realizatio.n o.f the importance o.f utilizing the maximum po.tential . <br />o.f each reserVoir site and the co.nsequent necessity fer a fully co.mprehensive <br />appro.ach to the planning, a co.ro.llary need o.bvio.usly exists fer attaching . <br />specific meaniLng to. the key termino.lo.gy. Acco.rdingly, this repo.rt goes be- ; <br />yond the pro.biLem as assigned and includes explo.ratio.n o.f plan designa.tio.ns . <br />mere descriptive of the need. One distinctio.n seems o.bvio.us at the outset" <br />that plans to: guide develo.pment and capital investment on the one hand, and, <br />the maintenan~e and operation to.gether with land and water surfacemanageme~t <br />on the other can be separate documents. It will usually be desirable to pre'':' <br />pare the two plans as separate do.cuments, because the timing fer initiation' <br />and completio.n o.f the two. plans need not coincide, and the two usually will <br />require different specialists in the preparation to some extent. <br /> <br />. 2.
