This became evident in trying to. clarify the functio.n o.f . <br />each, and to. determine whether or net they were or should be separate <br />documents. Further, clarificatio.n was necessary to determine if these terms. <br />were syno.nymous with such terms as "Master Plan," "General Development <br />Plan," and other similarly designated plans. Clarification o.f termino.lo.gy <br />thus became a: part o.f the pro.blem. Furthermo.re, while the need fer clari- <br />ficationof terminology was co.rollary to. the main problem, it was also. . <br />necessary that such termino.logy be adequate to. co.nvey co.ncepts which include <br />o.verall co.nsi~eratio.ns as expressed in Senate Do.cument No.. 97, 87th Co.ngres~, <br />2d Sessio.n, ~l that (a) o.ptimum develo.pment and maximum benefits sho.uld be <br />realized in water reso.urce develo.pment, and (b) geed reservo.ir sites are . <br />relatively scarce, and they co.nstitute an exhaustible natural resource.
