<br /> <br />i <br />J.. <br /> <br />AlCElVED. <br /> <br />~\ <br /> <br />'" -' <br /> <br />UPDATE <br /> <br />MAY 3 0 'e9 <br />QOL.ORAou WATER <br />CON$ERVA'nON <br />BOARD <br /> <br />May 1989 <br /> <br />Reclamation Appoints <br />Senior Scientist to Assist <br />Glen Canyon <br />Environmental Studies <br /> <br />The Bureau of Reclamation <Recla- <br />mation) has selected Duncan Pat- <br />ten, Arizona State University <br />(ASU) , to serve as the Senior Scien- <br />tist for the continuing Glen Canyon <br />Environmental Studies (GeES). <br />Dr. Duncan Patten's appointment <br />was effective April 3, 1989, and he <br />will be available to the GeES pro- <br />gram on a 40 percent time basis. He <br />has been hired through an Intergov- <br />ernmental Personnel Action. <br /> <br />Dr. Patten is currently the Director <br />of the Center for Envu:onmelltal <br />Studies at ABU. Dr. Patten's role <br />will be to ensure that all technical <br />studies complement each other, <br />that proper procedures are fol- <br />lowed, and that accepted practices <br />of reporting and review take place. <br />'l'he primary focus of his work will <br />be directing the design of the GeES <br />Integrated Research Plan. Dr. Pat- <br />ten will be coordinating his program <br />with David L. Wegner and the Ex- <br />ecutive Review Committee (ERC). <br />He will be selecting a core "working <br />group" of scientists who will provide <br />the primary work force for the de- <br />sign, development, and integration <br />of the GeES tecbnical studies. <br /> <br />Dr. Patten's appointment is a result <br />of a review of the original GCES <br />studies by the National Academy of <br />Sciences (NAB). That review identi- <br />~ed that there was no clear separa- <br />tIOn of administrative and scientific <br />oversight for the GeES. The NAB <br />concluded that the lack of a science <br />advisor in t~e early plannil1g and in <br />dataanalyslB, reduced the effective- <br />ness of the overall GeES effort. The <br /> <br />NAB recommended that a senior <br />scientist could greatly benefit the <br />GeES technical program. <br /> <br />In addition to serving lIB Director of <br />the Center for Environmental Stud- <br />ies at ABU, Dr. Patten has con- <br />sulted to a number of organizations <br />in both the environmental and re- <br />source development areas, and a <br />partial listing includes: consulta- <br />tion to ABARCO on mining issues, <br />consultant to the Environmental <br />Protection Agency on increased coal <br />burning, scientific consultant to the <br />National Science Foundation con- <br />, <br />sultant to the U.S. Army Corps of <br />Engineers on Recl.amation projects, <br />consultant to PaCific Gas and Elec- <br />tric Company, and consultant to <br />Southem California Edison Com- <br />pany on effects of management of <br />instream flow in Sierra streams on <br />riparian communities. Dr. Patten <br />has served on several boards for the <br />NAB. <br /> <br />Dr. Patten received his Ph.D, in bot- <br />any from Duke University. Prior to <br />his present position at ABU, he was <br />a professor of Botany at ABU, Assis- <br />tant Academic Vice President and <br />Assistant Professor at the Virg;nia <br />Polytechnic Institute. <br /> <br />Meeting Summaries <br /> <br />Environmental Study <br /> <br />Team <br /> <br />The Environmental Study Team <br />met on March 20. 1989. in Las <br />,,:"egas, Nevada. Over 20 representa- <br />tives attended the meeting which <br />focused on the review of the draft <br />technical study plan, tbe review <br />process for the fiscal year 1990 and <br />1991 technical studies, review ofthe <br />economic and environmental inte- <br /> <br />gration process, and refinement of <br />the study team process. <br /> <br />After an active discussion on study <br />direction, the meeting focused on <br />the review of the specific studies <br />identified in the draft technical <br />study plan. Further refmement and <br />clarification of the fiscal year 1989 <br />work was made. The technical <br />study team discussed the develop- <br />ment of the fiscal year 1990 work <br />plan, and the role that the Senior <br />~cienti~t and w,?rk groups will play <br />tn the mtegratlon of the environ- <br />mental and economic data. . <br /> <br />The meeting ended with a discus- <br />sion of the Colorado River Annual <br />Operating Plan and the protocol to <br />follow in the organization of the <br />GeES Phase II field work. <br /> <br />Economic Study Team <br /> <br />The Economic Study Team met on <br />March 21, 1989, ill Las Vegas Ne- <br />vada. Representatives of the p~wer <br />and water groups, agency person- <br />nel, and the Department of the in- <br />terior bureaus met to discuss the <br />economic studies of the GeES <br />Phase II program. Key areas of dis- <br />cussion centered on the reorganiza- <br />tion and membership of the <br />economic study team, discussion of <br />the Phll':'e II technical study plan, <br />and reVIew of the recreation/eco- <br />nomics work completed under the <br />i1litial segment of the GeES pro- <br />gram. <br /> <br />The discussion of the economic <br />study ptans brought out the need to <br />establish well defined criteria for <br />evaluation of the power modeling <br />~ethodologies. Additionally, a sig- <br />mficant effort will be required to <br />determine the hydrologic input and <br />the definition of "normal opera- <br />tions." The group reviewed the <br />three proposed power marketing <br />
