<br />e. Resources may be tied up in wilderness, exclud- <br />ing mining, proper grazing, or water development. <br /> <br />f. There is opposition to mining activities in <br />potential wilderness. <br /> <br />g. The following management concerns were also <br />identified. <br /> <br />(1) What are the resource implications of <br />alternative land use designations, particularly <br />for activities involving tree stand management <br />emphasizing insect and disease control, <br />dispersed motorized recreation, wildlife <br />habitat diversity improvement, and management <br />of minerals activities? <br /> <br />(2) There is a need to m1n1m1ze conflicts <br />between wilderness management and non- <br />conforming but permitted uses. This includes <br />the modification of boundaries to eliminate <br />conflicts and provide an identifiable <br />manageable boundary. <br /> <br />These issues and concerns were used in identifying <br />the factors to be considered in the evaluation of <br />capability, availability, and need. <br /> <br />3. State and Local Government Policies <br /> <br />a. The 1981 Colorado State Comprehensive Outdoor Re- <br />creation Plan (SCORP) Region 4, which includes <br />Park, (in which the eastern portion of the WSA <br />is located), Teller, and E1 Paso Counties <br />recognizes that intensive recreation use will <br />continue to heavily impact the natural <br />resources. However, the WSA is located away <br />from the densely populated urban centers of <br />Region 4 and is only lightly impacted by human <br />use. <br /> <br />5 <br /> <br />(' '-, r' 8 ,\ <br />\ '. /'. 1.;.l <br />.."....
