(3) providing sufficient funding for equipment and personnel

to continue research efforts on the effects of grazing manage-

~ ment practices on salt loads in surface runoff from public
CJ1
~ rangelands - work on this program began in FY 1980; and (4)
o

continuing the investigation of salinity control from point

sources on public lands initiated in FY 1979.

Environmental Protection
Agency (EPA)

The Council recommends that the EPA actively support
the funding for salinity control activities conducted by
the Departments of Interior and Agriculture. These programs
are essential if the salinity standards adopted by the states
and approved by EPA are to be achieved. The Council urges
that EPA obtain closer coordination between their water and

enforcement divisions in each region. Furthermore, the Council

perceives a need for closer coordination'between the various

EPA Regional Offices which have responsibility for activities

with the Colorado River Basin.

In addition, representatives

from EPA should actively participate in the activities of
the WPRS's salinity control planning teams.
The Council appreciates the opportunity to submit
its recommendations to the federal agencies.

-11-

__ _._.__.n _,
