<br />.'. <br /> <br />requirements, including prov~s~ons for visibility <br />monitoring, new source review, long term strategies and <br />retrofit control requirements for certain existing air <br />pollution sources. <br /> <br />The Act also places constraints on any park development <br />or management activities which could affect air quality <br />by requiring the monument to comply with all Federal, <br />State and local air pollution control laws and <br />regulations (Section 118 - Control of Pollution from <br />Federal Facilities). <br /> <br />3. Wild River/Wilderness Study <br /> <br />The Gunnison River, from the eastern boundary of the <br />monument to the junction of the North Fork of the <br />Gunnison, was designated for study as a potential <br />addition to the National Wild and Scenic Rivers System <br />by P.L. 93-621. In addition, the lower gorge lands <br />administered by the Bureau of Land Management are a <br />proposed wilderness area. <br /> <br />4. Authorized Area <br /> <br />The monument's present authorized area includes <br />20,766.14 acres of which 7,055.15 acres were authorized <br />under Public Law 98-357 (98 Stat. 397). Federal <br />ownership consists of 14,135.38 acres, leaving 6,630.76 <br />acres in private ownership. Of these private lands, <br />four parcels totaling 6202 acres lie on the North Rim <br />and three parcels totaling 429 acres are on the South <br />Rim. No monetary ceiling has been established for the <br />purchase of these private lands, however, $1,274,000 <br />has been appropriated and allotted. Presidential <br />Proclamation Number 3344, April 8, 1960, excluded 470 <br />acres from within the authorized boundary, which limits <br />possibilities for expansion in the area of the South <br />Rim. <br /> <br />5. Jurisdiction <br /> <br />The National Park Service shares concurrent <br />jurisdiction over lands within the monument with both <br />the Colorado State Patrol and the Montrose County <br />Sheriff's Department. <br /> <br />6. Permits and Agreements <br /> <br />Two special use permits have been issued to Mr. <br />Clarence Sandburg; one for access to private lands <br />which lie adj acent to the southern boundary, and the <br /> <br />6 <br />
