General Administration <br /> <br />The Black Canyon of the Gunnison National Monument is <br />managed as a natural area of the National Park System <br />and is required to meet all regulations, policies and <br />guidelines pertaining to such an area. It is under the <br />jurisdiction of Executive Order 11593 as a Federal <br />property and must operate under constraints imposed by <br />National Park Service historic preservation policies. <br />Archeological surveys have identified 38 sites within <br />the monument (Breternitz, 1974). <br /> <br />The monument is <br />Executive Orders <br />Management and <br />Proposals for <br />constraints. <br /> <br />also under the jurisdiction of <br />11988 and 11990, Flood Plain <br />Protection of Wetland Habitats. <br />development must conform to these <br /> <br />2. Clean Air Act (42 USC 7401 et seq.) <br /> <br />The wilderness portion of Black Canyon of the Gunnison <br />National Monument is designated as a mandatory class I <br />area to preserve, protect, and enhance the monument's <br />air quality. The Secretary of the Interior and the <br />Superintendent of the monument have an affirmative <br />responsibility to protect the monument's air <br />quality-related values. including visibility, plants, <br />animals, water quality, historic and archeological <br />objects and structures, and any other resources that <br />may be sensitive to air pollution. Class I designation <br />places the most stringent constraints on the <br />construction and operation of major air <br />pollution-emitting facilities near the monument. (Part <br />C Prevention of Significant Deterioration of Air <br />Quality. ) <br /> <br />In section 169A of the Act, Congress established a <br />national goal of remedying any existing. and preventing <br />any future man-made visibility impairments in mandatory <br />class I areas. Black Canyon of the Gunnison National <br />Monument has been designated as a mandatory class I <br />area, where visibility is an important value (40 CFR <br />81.406). Therefore, visibility regulations promulgated <br />by the Environmental Protection Agency (EPA) apply to <br />Black Canyon (40 CFR 51.301 et seq.) These regulations <br />require the State of Colorado to develop a State <br />Implemation Plan (SIP) consistent with the EPA <br /> <br />5 <br />
