.

The recent June 1965 flood urges that added attention be given to
the flood control fu;nct~on of Narrows Dam and Reservoir. By its location,
Narrows Dl\11I, would control floods originating on the South Platte
tributaries upstrel\11l fr01l\ <l;l'1d including I<iowa Creek. However, it could
be 'designed and built, at an added cost, to capture the wild flood flows
or ll1:1ou Creek.
In the June 1965 flood, ll1jou Creek. with about 1,Soo square miles
of clX'ainage area, 1I!1IS a major contributor to flood damage for downstream
on.the South Platte and Platte Rivers. The problem is that Bijou Creek
would not flow into the Narrows Reservoir. But its course does swing
close to the reservoir. Hence. by building a diversion dike, excavating
a flood channel, and constructing Na'X'X'Ows Dam a little higher, Bijou
creek flood flows could, btl made to come to rest in Narrows Reservoir.
Increased cost would be necessary to handle llijou Cl'eek flood waters.
That increased cOst can be justified only on the basis of the dollal:'
savings in the flood damages that can be anticipated in future years.
..l1:valuation ,of the anticipated flood damage savings (usually called flood
benefits) by law must be determined by the Corps of Engineers. In view of
the $tax-tHng damages hy the June 1965 flood -- particulax-ly by the
flOOding Ilijou Cl:'eek -- the Bureau of Reclamation.has requested the
Corps of Engineers to ,reevaluate the magnitude of the flood benefits
which would be real~zed if, Narrows Dam is built to include control of
llij9u Creek flood waters.
The feasibility report on Narrows Dam will be completed with or
without facilities for handling Bijou Creek floods, depending on the
results of the Corps of EngineeX's re-evaluated flood benefits.

3
