I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />REPORT TO THE ARKANSAS RIVER COMPACT ADMINISTRATION <br /> <br />REGARDING THE ARTICLE VIII(H) INVESTIGATION OF ALLEGED <br />VIOLATIONS OF THE ARKANSAS RIVER COMPACT <br /> <br />Mass Diagram Analyses of Flows of the Arkansas River <br /> <br />!~IRQQg~I!Q~ <br /> <br />The Article VIII(H) Investigation Committee was established by <br />resolution of the Arkansas River Compact Administration at the <br />special Compact meeting on March 28, 1985 to investigate alleged <br />Compact violations brought by both the states of Kansas and <br />Colorado, The Committee was directed to collect the necessary <br />information and data to determine whether the alleged violations <br />have occurred, At its second meeting on June 3, 1985, in Kansas <br />City, the committee agreed to compile data and construct a series <br />of mass diagrams which could be used to analyze changes in river <br />flow and trends, Pursuant to the direction of the Committee, each <br />state prepared mass diagrams of the streamflows of the Arkansas <br />River at certain specified gaging stations, These diagrams were <br />presented by each state at the Committee meeting held in Lamar on <br />July 12. 1985, At that time preliminary discussions regarding the <br />significance and conclusions that could be drawn from the diagrams <br />were held, It was agreed that each state would prepare a report <br /> <br />. <br />
