During the term of this permi t, the permi ttee shall <br />not construct access or work roads in the project area unless <br />specifically authorized in writing by the Regional Forester. <br /> <br />Article 12. During the term of this permit, Permittee shall <br />make a thorough analysis of his need for the proposed Crater <br />Lake pumped storage forebay and shall determine whether satis- <br />factory alternative forebay sites exist. <br /> <br />Article 13. The Permittee shall conduct his field surveys, <br />exploratory and investigative work, and all other operations <br />under this permit in such a manner to avoid all surface dis- <br />turbances and mechanized transDortation of any kind within the <br />Flat TOps primitive Arp~ <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br />I I <br />I <br /> <br />, <br /> <br />Article 14. Permittee, in the interest of preserving and de- <br />veloping the natural resources and other environmental values <br />of the project area, shall consult with the appropriate Federal, <br />State, and local agencies in their fields of responsibility <br />and expertise, shall conduct its project investiqations in a <br />manner which preservp-~ rhp pnu1rnnmental ;nrpnrlry nr rhP <br />area~ and shall fully explore all feasiblp r11+-p,-n.:lt-i\1PC riF <br />project design which would avoid damage or destruction of <br />natural resources and other environmental values. These re- <br />sources and values include" but are not limited to forests, <br />land management and treatment, fish, wildlife, recreation and <br />public use, water and air quality (waste treatment and dis- <br />posal), public health and safety, archaeology, historical and <br />cultural sites, and scenic and esthetic values. The Permittee <br />shall initiate and condnr.r rlt- it-e: pvpAn~p !=:uch ~t-llniPC: as may <br />be necessary to determine the impact of the construction and <br />operation of the proposed project on these natural resources <br />and values and any measures needed to preserve and develop <br />them or to provide for their mitigation or replacement, in- <br />cluding alternative designs and operational measures; and <br />shall utilize the results of such studies in the preparation <br />of Exhibits H,R,S,V, and W to accompany any application for <br />a license to construct and operate the project. <br /> <br />Article 15. By the end of the first year of this permit, Permit- <br />tee shall have consulted with the Bureau of Sport Fisheries and <br />wildlife of the Department of the Interior and the Colorado Division <br />of Game, Fish and Parks and arranged for the preparation of a <br />mutually satisfactory study of any effects the proposed project <br />would. have on fish and wildlife resources; shall file for <br />Commission approval a copy of an outline of the proposed study <br />and an estimate of the cost thereof; and shall make or pay the <br />cost of making such study during the remaining part of the permit <br />period. This study shall encompass two consecutive early spring <br />through late fall seasons corresponding to the primary activity <br />
