\ r,rticle 11.' During the term of this permi t, the permi ttee shall
not construct access or work roads in the project area unless
specifically authorized in writing by the Regional Forester.

Article 12. During the term of this permit, Permittee shall
make a thorough analysis of his need for the proposed Crater
Lake pumped storage forebay and shall determine whether satis-
factory alternative forebay sites exist.

Article 13. The Permittee shall conduct his field surveys,
exploratory and investigative work, and all other operations
under this permit in such a manner to avoid all surface dis-
turbances and mechanized transDortation of any kind within the
Flat TOps primitive Arp~

Article 14. Permittee, in the interest of preserving and de-
veloping the natural resources and other environmental values
of the project area, shall consult with the appropriate Federal,
State, and local agencies in their fields of responsibility
and expertise, shall conduct its project investiqations in a
manner which preservp-~ rhp pnu1rnnmental ;nrpnrlry nr rhP
area~ and shall fully explore all feasiblp r11+-p,-n.:lt-i\1PC riF
project design which would avoid damage or destruction of
natural resources and other environmental values. These re-
sources and values include" but are not limited to forests,
land management and treatment, fish, wildlife, recreation and
public use, water and air quality (waste treatment and dis-
posal), public health and safety, archaeology, historical and
cultural sites, and scenic and esthetic values. The Permittee
shall initiate and condnr.r rlt- it-e: pvpAn~p !=:uch ~t-llniPC: as may
be necessary to determine the impact of the construction and
operation of the proposed project on these natural resources
and values and any measures needed to preserve and develop
them or to provide for their mitigation or replacement, in-
cluding alternative designs and operational measures; and
shall utilize the results of such studies in the preparation
of Exhibits H,R,S,V, and W to accompany any application for
a license to construct and operate the project.

Article 15. By the end of the first year of this permit, Permit-
tee shall have consulted with the Bureau of Sport Fisheries and
wildlife of the Department of the Interior and the Colorado Division
of Game, Fish and Parks and arranged for the preparation of a
mutually satisfactory study of any effects the proposed project
would. have on fish and wildlife resources; shall file for
Commission approval a copy of an outline of the proposed study
and an estimate of the cost thereof; and shall make or pay the
cost of making such study during the remaining part of the permit
period. This study shall encompass two consecutive early spring
through late fall seasons corresponding to the primary activity
