The water right given immediately to <br />all lands not being used would be subject to whatever lands <br />are under use for cultivation. I wish to include those <br />with the other laous, whether they are included within the <br />basin or not. I believe, however, that all lands of the <br />Yuma description are within the natural basin. I consider <br />that a fair proposition. If it is not fair, we then ask <br />the question, what is the price that the gentlemen from the <br />northern stat8s would demand or ask of the people of the <br />southern states for the construction of the Boulder Canyon <br />project? If there is any way of getting together on that <br />proposition, I think it would be perfectly proper at this <br />time to consider it. If it is too treat, our own counties <br />in Southern California, Imperial, San Diego and everybody <br />can combine to construct it at their own expense; but I <br />believe it is more preferablo to adjudicate the rights <br />along some line of action now, not attempting to settle all <br />the rights now, but let them take care of themselves in the <br />future.
