.

.

basin, as adjudged in the future. ~hes8 surplus waters
would be given to the lands, ~s the bo~rd of neutral en-
gineers would consider, on the various projects, and give
the superior right to the water that is put to the utmost
beneficial use; that is, provided, there is not enough
water to take in all the projects that are within the
scope of the river. The water right given immediately to
all lands not being used would be subject to whatever lands
are under use for cultivation. I wish to include those
with the other laous, whether they are included within the
basin or not. I believe, however, that all lands of the
Yuma description are within the natural basin. I consider
that a fair proposition. If it is not fair, we then ask
the question, what is the price that the gentlemen from the
northern stat8s would demand or ask of the people of the
southern states for the construction of the Boulder Canyon
project? If there is any way of getting together on that
proposition, I think it would be perfectly proper at this
time to consider it. If it is too treat, our own counties
in Southern California, Imperial, San Diego and everybody
can combine to construct it at their own expense; but I
believe it is more preferablo to adjudicate the rights
along some line of action now, not attempting to settle all
the rights now, but let them take care of themselves in the
future. Thank you.
1m NORVIEL: Will you be kind enough to state the first

.
