Elbert Forebay

Fryingpan-Arkansas Project, Colorado

Prepared by the Department of the Interior

Bureau of Reclamation

Lower Missouri Region

Introduction

This environmental statement is submitted in compliance with Section

102(2)(C) of Public Law 91-190, the National Environmental Policy Act

of 1969. It follows the guidelines for statements set forth in the

Reclamation Instructions, Part 376, Chapter 5, entitled, "Environmental

.

Quali ty - Preservation and Enhancement," approved by the Commissioner

of the Bureau of Reclamation on January 12, 1972.

The Fryingpan-Arkansas Project is a complex water resource development

consisting of a series of dams, reservoirs, canals, pipelines, tunnels,

and powerplants. The Project will help meet the needs for supplemental

irrigation, municipal and industrial water, flood control, electrical

energy and will provide for fish and wildlife and recreation enhancement.

Congress authorized construction of the Project in 1962 prior to the

passage of the National Environmental Policy Act, To comply with the

philosophy and intent of the Act, the Bureau of Reclamation determined

that environmental statements should be prepared for each major feature

.

A-l
