<br />(.0.:1 <br />'-Tl <br />U;l <br />'-Tl <br /> <br /> <br />(a) Existing tonnage of salt discharged and <br />volume of effluent. <br /> <br />(b) Cost of modifying existing industrial plant <br /> <br /> <br />to provide for no salt discharge. <br /> <br /> <br />(c) Cost of salt minimization. <br /> <br /> <br />3. In determining what permit conditions shall be <br /> <br /> <br />required, the permit issuing authority shall <br /> <br /> <br />consider the items presented under I, a, 1, c <br /> <br />(2), and in addition, the annual costs of plant <br />modification in terms of dollars per ton of salt <br /> <br />removed for: <br /> <br />a) No salt return. <br /> <br />b) Minimizing salt return. <br />4. The no-salt discharge requirement may be waived <br />in those cases where the salt load reaching the <br /> <br />main stem of the Colorado River is less than one <br /> <br />ton per day or 350 tons per year, wh ichever is <br /> <br /> <br />less. Evaluation will be made on a case-by-case <br /> <br />basis. <br /> <br />II. Municipal Discharges <br /> <br />The basic, policy is that a reasonable increase in <br /> <br />salinity shall be established for municipal discharges <br />to any portion of the Colorado River stream system that <br /> <br />has an impact on the lower main stem. The incremental <br /> <br /> <br />increase in salinity shall be 400 mg/l or less, which is <br /> <br />considered to be a reasonable incremental increase above <br /> <br />-6- <br />
