W ...... , I I I I I I I I I J I I I I Mr, James M, Ross August 10, 1976 Page TwO The Parks and Wildlife Department is of the opinion that Table 4, Instream Flow Needs (pages 46-50), should numerically specify water needs to support aquatic life, wildlife, recreation, water quality, etc. We suggest that, while flows available for these instream uses may be dependent upon and may be restricted by State appropriations of water rights and subsequent diversions, these needs are not diminished by such appropriations and diversions. For this reason we reCOm- mend that determinations of desirable stream flows be made in consultation with the Parks and Wildlife Department staff. We further suggest that problems from the competition fur water between appro- priations for various diversions and instresm flow needs should be addressed On a Problem Characterization Worksheet such as those shpwn on pages 85-90, Our reasoning for this suggestion is that water withdrawals and impoundments for , irrigation, industrial, and municipal purposes diminish the availability of Water for instream needs. From our point of view, this can be especially critical during periods of low flow.
