For this reason we reCOm- <br />mend that determinations of desirable stream flows be made in consultation with <br />the Parks and Wildlife Department staff. <br /> <br />We further suggest that problems from the competition fur water between appro- <br />priations for various diversions and instresm flow needs should be addressed <br />On a Problem Characterization Worksheet such as those shpwn on pages 85-90, <br />Our reasoning for this suggestion is that water withdrawals and impoundments for , <br />irrigation, industrial, and municipal purposes diminish the availability of Water <br />for instream needs. From our point of view, this can be especially critical during <br />periods of low flow.
