The Modified Central
Case represents the national viewpoint as expressed by the
United States Water Resources Council while the State-
Regional Future represents the Texas Water Developmen~
Board's best estima, tes for the area analyzed.

A draft report which includes the seven items of material listed
above for the Arkansas-White-Red region has been completed, Separate
reports are in progress for the Texas Gulf region and the Rio Grande
region. The material contained in this document was prepared largely
on the basis of our interpretation of the "Guidelines for Activity 2.
Phase II, Specific Problem Analyses," dated October, 1975, a copy of
which is enclosed for your convenience. As evidenced by these
guidelines, the methodology for many of the categories of work was
very general in nature - thus allowing considerable discretion in
interpretation, Every effort was made to develop information which
would be of practical use to both the Water Resources Council and
the State of Texas, while at the same time conforming insofar as
possible to the federal guidelines.

"
'.oj

.-
of:.o

The United States Water Resources Council procedures require a review
of the information contained in each State-Regional Future.
