.

.

.

6

New Developments
Point 6 of Minute No. 242 provides that:

0+::>.
o
(.X')
--J

" The United States and Mexico shall consult with each other
prior to undertaking any new developments of either the surface or
the groundwater resources, or undertaking substantial modifications
of present developments, in its own territory in the border area that
might adversely affect the other country."

The U.S. Section during 1984, provided well data and progress reports on plans
by the U.S. Bureau of Reclamation to salvage waters from the All-American Canal
by either pumping or lining of the All-American Canal.

Mexico has been kept informed on the drilling of drainage wells along the
Colorado River to alleviate high groundwater conditions caused by the high flows
of the Colorado River. Eleven of nineteen wells have been completed.

Data obtained by the U.S. Bureau of Reclamation in connection with the lower
Colorado River runoff and expected flood flows into Mexico, were furnished to
Mexico.

Assistance to Mexico in Rehabilitation Program

Point 7 of Minute No. 242 provides that:

"The United States will support efforts by Mexico to obtain
appropriate financing on favorable terms for the improvement and
rehabilitation of the Mexicali Valley. The United States will
also provide nonreimbursable assistance on a basis mutually
acceptable to both countries, exclusively for those aspects of
the Mexican rehabilitation program of the Mexicali Valley relating
to the salinity problem, including tile drainage."

The Government of Mexico has not asked the United States for assistance in
obtaining financing for the improvement and rehabilitation of the Mexicali
Valley. Mexico has not proposed nonreimbursable assistance for those aspects
of the Mexican rehabilitation program relating to the salinity program,
including tile drainage. The Mexicali Valley rehabilitation program was
essentially complete at the end of the calendar year 1977.

Acknowledgment

The full coooperation of the Department of the Interior, U.S. Bureau of
Reclamation, which enabled compliance with the salinity agreement with Mexico,
as reported herein, is acknowledged with appreciation.

t~~. d'~:- -

J .
